MPRSC Release Destinations
A person can leave Middle Peninsula Regional Security Center through several routes. Bond, recognizance, dismissal with no other hold, time served, or completion of a local sentence may lead to the community. Probation can begin after confinement ends. A transfer to the Virginia Department of Corrections, another jail, ICE, the U.S. Marshals Service, court, or a medical setting is different. The person has left MPRSC, but may remain in custody elsewhere.
The release or movement entry is the best record for telling those outcomes apart. It should connect the booked person to the right admission, state when MPRSC custody ended, identify the authority for the event, and show a release or destination category if maintained. A Virginia VINE notice can provide a prompt lead. The Mathews court docket can show a bond ruling, dismissal, sentence, suspended time, or probation. Neither source should replace the jail's physical custody record.
| Event | What it means | Best confirmation |
|---|---|---|
| Bond or recognizance | Out of the jail with court duties | MPRSC event plus court order |
| Time served or sentence complete | Local custodial term ended | Release entry and final court record |
| Probation | Confinement ended; supervision may continue | Court order or supervising office |
| Transfer | Custody moved to another authority | MPRSC movement destination and receiving system |
| Detainer or hold | Another authority may block community release | Jail records and holding agency |
Virginia's 6VAC15-40-1090 requires positive identity, verified release authority, and a check for other-jurisdiction holds before release. A planned bond or sentence-end date can therefore change before the jail door opens.
Confirm MPRSC Release Status
The MPRSC Current Inmate Listing shows Full Name, Age, Race, Sex, Admit Date, Primary Charge Court Type, and Primary Charge. It has no release date, release status, photo, or former-inmate search. Appearance supports present listing status. Absence cannot distinguish community release from transfer, a changed identifier, or a data update.
- Search the current listing by accurate first, middle, and last name. Record the time of the check.
- Call MPRSC at 804-758-2338 and ask whether the person left for the community or another custodian.
- Search Virginia VINELink for a custody event, matching the agency and identity details rather than the name alone.
- Review the Mathews General District or Circuit Court case for the order or disposition that may explain the change.
- Request the booking-and-release or movement record when documentary confirmation is needed.
Use the VADOC Inmate and Supervisee Locator only when a state commitment or state supervision is plausible. Use BOP or ICE tools only when federal or immigration jurisdiction fits. A negative result in those systems does not prove an MPRSC community release.
Request MPRSC Release Records
The regional jail is the logical custodian for admission, confinement, movement, physical-release, and booking-photo records it created. The MPRSC FOIA page lists Andrea Kinser as FOIA Officer at 170 Oakes Landing Road, Saluda, VA 23149. Published routes are 804-758-2338 extension 253, fax 804-758-4295, and ahogge@mprsc.org. Recheck the official page before sending a request because personnel and contact details can change.
Describe an existing record with care. Give the full booked name, approximate booking date, Mathews case or charge if known, and a defined booking episode. Ask for the cumulative booking-and-release record and related inmate movement entries. Useful fields include admission date and time, booking number, committing agency, case reference, custody-end date and time, release authority, release or movement code, receiving agency or destination category, and detainer disposition. Ask for segregable nonexempt parts when another field is withheld.
A Virginia FOIA request need not always be written, but writing makes its scope clear. Code § 2.2-3704 generally provides a five-working-day response framework and permits an ordinary written extension of seven working days. Fees cannot exceed actual cost, and a deposit may be required when the estimate is over $200. MPRSC lists no flat release-record fee. Ask for an estimate and electronic copies before processing begins.
The Library of Virginia GS-08 schedule describes cumulative booking and release records with retention for 20 years after separation, followed by confidential destruction. Retention does not mean public web display for that period. It supports asking for the underlying record after the name leaves the current list.
The official FOIA page pictured below states the regional jail's request path. The MPRSC request source should be checked for the latest officer and terms before contact.
The screenshot ties the record request to MPRSC, which is distinct from requesting a sheriff arrest report or a certified Mathews court disposition.
MPRSC Regional Jail Identity
Middle Peninsula Regional Security Center is an adult regional jail with a rated capacity of 121. The facility reports that it serves Essex, King and Queen, King William, Middlesex, and Mathews. Its street address is in Saluda, which is in Middlesex County. That location does not change the locality of a Mathews arrest or court case.
The facility home page shown below supplies the strongest direct source for its identity and regional role. Review the official MPRSC source before relying on a third-party jail directory.
The image confirms the public regional facility, while the release or movement record remains the source for what happened to a named person.

Visitor lobby: Monday through Friday, 8:00 a.m. to 4:00 p.m., excluding observed state and federal holidays
Lobby hours are not release hours. MPRSC publishes no ordinary final-release time, release door, family waiting direction, transport promise, or weekend and holiday release schedule. The statewide VADOC rule that institutional release occurs by 11:59 p.m. does not apply to this regional jail.
Mathews Regional Release Authority
The detention arrangement is openly regional. The Mathews County Jail Authority page names county representatives and places authority meetings at the Saluda jail. MPRSC identifies all five member jurisdictions. Together, those government sources explain why the local case name and the jail's county do not match.
A Mathews defendant may be arrested by a Mathews agency, booked in Saluda, and appear in a Mathews court. The jail record follows the facility. The arrest or process record may remain with the Mathews Sheriff's Office. Misdemeanor and preliminary felony matters generally pass through Mathews General District Court, while felony trial and sentencing records belong in Circuit Court. Search by legal role, not just map location.
This structure also shapes records requests. Ask MPRSC for the custody ledger and physical movement. Ask the Mathews Sheriff's Office for sheriff-created arrest, incident, or process records. Ask the proper court clerk for a certified disposition or sentencing order. The Mathews County release-record search connects these channels without treating one source as a substitute for the others.
Note: A Middlesex County facility address is fully consistent with a Mathews County case because Mathews is a member of the regional jail authority.
MPRSC Weekend Release Clues
MPRSC publishes a distinct weekend inmate process for qualifying court-permitted nonconsecutive service under Code § 53.1-131.1. The page describes active remaining sentences of 45 days or less and reporting at 6:00 p.m. Friday on successive weekends. This is intermittent confinement, which means custody is served in separate blocks rather than one unbroken stay.
A weekend inmate may properly be absent from the current grid during the week without completing the full sentence. Late arrival or a rule violation can convert the remaining term to continuous service, and failure to appear can prompt a capias. A capias is a court order directing that a person be taken into custody. The court authorization and jail record are needed to tell a weekday absence from final release.
The same caution applies around a proposed end date. Before release, staff must identify the person, verify authority, and check holds. A court date or estimated completion date is not the same as the actual exit event. Confirm the final block with MPRSC and the Mathews court rather than counting weekends from a sentence line.
MPRSC Release Property Rules
The MPRSC Inmate Property page allows an inmate to authorize a named person to collect specified property. The recipient must bring identification and sign. After a transfer, the posted process permits a person named on a disposition form to collect property within 30 days during the listed 8:30 a.m. to 4:30 p.m. pickup hours. Property may be destroyed after that period.
Those terms concern property, not proof of release. They do not promise that every person leaving for the community follows the same handoff. A transfer recipient also should not infer community release merely because property became available. Confirm custody destination through the movement entry, then follow the jail's current instructions for any item left behind.
The official canteen page adds a narrow local point: MPRSC will not hold canteen orders for released inmates. That rule may affect an order in progress, but it is not a search channel and does not identify who was released. Contact the jail for the specific account or property process it can disclose.
Note: Property pickup, canteen status, and roster absence are operational clues only; none replaces the signed release or inmate movement record.
MPRSC Release Program Fees
The MPRSC fee page lists program charges that can arise during confinement. It reports a $100 administrative fee plus $25 per day for EIP, a $100 administrative fee plus $15 per day for work release, $7 for travel F.D.P., and $175 per week for GPS work-release tracking. These are published schedules, not the balance of a named person.
| Program item | Published amount |
|---|---|
| EIP | $100 administrative plus $25 per day |
| Work release | $100 administrative plus $15 per day |
| Travel F.D.P. | $7 |
| GPS work-release tracking | $175 per week |
Do not treat a fee row as proof that a person joined that program, owes that sum, or paid it upon release. Program schedules can change, and a person's account requires direct confirmation through an authorized channel. The fees also do not establish the release date or destination. For those facts, return to the custody event record and court authority.
